Without thirteen members of the squad who have returned to clubs in England and France, Tandy is also without Scarlets wing Tom Rogers, and Ospreys lock James Fender.
Last weekend’s hat-trick hero is out with a hamstring injury suffered in the 52-26 defeat by New Zealand. Fender, meanwhile, is denied the chance to win a first cap by a shoulder problem. Both join captain Jac Morgan on the treatment table.
Tandy’s matchday squad shows 12 changes, while there are eight changes to his XV, with 44-cap Ospreys prop Gareth Thomas recalled to provide experience into a combined XV holding just 266 between them.
61 of them are also held by Dragons Aaron Wainwright, who returns having missed out on the New Zealand encounter with a hip injury.
Thomas is joined in the front row with Keiron Assiratti and club teammate Dewi Lake, who again carries the captaincy in Morgan’s absence.
Ben Carter and Rhys Davies pair up in the second row, with both players making their first appearances for Wales this autumn.
Scarlets Taine Plumtree is named at blindside flanker, Alex Mann is at openside flanker, with Wainwright back at number eight.
Ospreys duo Kieran Hardy and Dan Edwards occupy the half-back positions.
Midfield duties are tasked to Scarlets pair Joe Roberts, who was called up for Wales last week, and Joe Hawkins.
Blair Murray continues at full back with Dragons Rio Dyer and Scarlets Ellis Mee, who joined the Wales squad on Monday, selected on the wings.
Among the replacements, loosehead prop Danny Southworth is in line to make his Wales debut on Saturday if brought on.
Ospreys trio Reuben Morgan-Williams, utility man James Ratti, and promising number eight Morgan Morse are also amongst options from the bench.
Speaking on his lineup, Tandy said:
“What we want to see from the boys [on Saturday] is the same type of effort and performance as we did last weekend. I think we showed a lot of attacking intent, a lot of toughness in the way we went about lots of the defensive effort as well, to give the supporters something to shout about.
“The fans on the weekend were electric. I think the boys really responded to how good the support was.
“When you see the charge, in and around when we score, but also when we’re going deep into the defensive set, when they’re chanting ‘Wales’, it’s just something that’s unbelievable, and I’d like to thank them for all the support they’ve given the boys.
“We’re going into the last game, which we’re all excited about. The players love the fact of playing at Principality Stadium in front of the best support in the world.”
