The former works site on Copperworks Road in the town has laid derelict for a number of years, although a portion of the site was recently developed into the recently completed Ysgol Pen Rhos.
The site is close to where the new Pentre Awel wellness and life science complex at Delta Lakes is currently being built.
The current Heol Goffa special school is currently oversubscribed and has been described as “outdated”.
A new 5-bed respite centre will also be built next to the school to replace the existing Llys Caradog Children’s Centre currently located opposite Ysgol Gymraeg Brynsierfel in Llwynhendy.
The new £17m building will provide a 132 place bilingual special school provision for children and young people aged between 3 and 20. It would include features such as a hydrotherapy pool, a central courtyard, solar panels and greenery.
Vehicle access to the new school and respite centre would be to the south of the site, with a shared active travel walking and cycling route to the West of the school’s car park connecting existing cycle paths to the south with Copperworks Road to the North.

Cllr Glynog Davies, Carmarthenshire Council’s Cabinet Member for Education said: “It is pleasing to see that progress is being made to provide Ysgol Heol Goffa with a new replacement school building. The new build will deliver safe and modern 21st century teaching and learning facilities which pupils, staff and the community truly deserve”.
A pre-planning consultation is being run by consultants Asbri Planning and is open until Friday 24 February.
