The Scarlets lost a second Welsh derby in a row as the Dragons won a 10-try game 38-26 at Rodney Parade in the United Rugby Championship.
Wales hooker Elliot Dee scored twice for the hosts, with wing Anzelo Tuitavuki, props Rodrigo Martinez and Rob Hunt and full-back Huw Anderson also crossing.
Wing Macs Page scored two superb tries for the Scarlets, who led 14-12 at the break, and replacements Sam O’Connor and Ioan Jones also went over.
It follows the opening 21-15 defeat by Cardiff at Parc y Scarlets, and leaves Davies’ side without a win from their first two games.
Page lights up the first half
The Scarlets struck first with a superb individual try. Page ran from inside his own half, chipped over the defence and gathered to score.
The Dragons pack then took charge. Pressure in the Scarlets half ended with Tuitavuki scoring out wide, and Dee touched down at the back of a driving maul.
But Page had the last word before the break, finishing wide for his second try to send the Scarlets in 14-12 up.
Dragons power tells after the break
The hosts were back in front soon after the restart when Martinez crashed over.
The Scarlets hit back again, with replacement prop Sam O’Connor touching down to put Davies’ men ahead once more.
But the Dragons pack kept turning the screw. Anderson scored out wide, and Dee burrowed over for his second in the 72nd minute.
The Scarlets would not let it go. Replacement Ioan Jones scored to make it a one-score game, but as they chased a draw, the Dragons broke on the counter and Hunt sealed it at the death.
Two derbies, two defeats
The result leaves the Dragons unbeaten after their opening-weekend draw with Benetton, a side Davies had warned were far more of a challenge now.
The Scarlets were again without back-row pair Taine Plumtree and Fletcher Anderson, who Davies said this week were not far away from returning.
Sam Costelow started at fly-half for the first time this season, one of five changes from the side beaten by Cardiff.
The Scarlets host Benetton at Parc y Scarlets on Saturday, kick-off 5.30pm.
