The 22-year-old playmaker is called up after withdrawals from Craig Bellamy’s squad from Harry Wilson and Swansea teammate Ben Cabango.
Congreve, a product of Swansea’s youth academy having joined at the age of nine, has enjoyed an excellent season on loan with Scottish top-flight side Dundee, where he scored three goals and provided six assists in 36 appearances for the Dens Park club.
A regular in Matty Jones’ under-21 lineup, Congreve will now be in contention to make his full Wales debut at the Cardiff City Stadium on Tuesday night against World Cup finalists Ghana, whilst he will also be travelling with the national team to Bucharest, where Romania will be the opposition next Saturday.
It is unknown the reason for Cabango’s withdrawal, with the Swansea City captain’s place taken by uncapped West Bromwich Albion youngster Ollie Bostock.
Cabango, 25, an unused substitute in Wales’ World Cup play-off defeat against Bosnia-Herzegovina in March, played 47 games for Swansea this season.
Meanwhile, former Swans Ben Davies and Connor Roberts will be hoping to feature after both suffering injury-plagued seasons at Tottenham Hotspur and Burnley, respectively.
Experienced defender Davies, who turned 33 last month, has not played since sustaining the injury, which required surgery, while playing for his club in January.
Right-back Roberts has been absent since injuring himself during Wales’ World Cup qualifying defeat by Belgium in June 2025.
The 30-year-old was forced off with a groin injury in Brussels, before damaging his achilles after returning to Burnley, ruling him out of the entire 2025-26 season.
