Carmarthenshire’s school bus shake-up is now official: from the 2027/28 school year, the council will pay for transport to your catchment school only.
The cabinet approved the revised School Transport Policy on Monday, removing the entitlement to free transport to the nearest school where that is not the catchment school designated for your address.
The policy takes effect from 1 October this year, ready for September 2027. Our full explainer covers who keeps their seat, who pays, and the small print that helps.
As we reported last week, around 367 pupils currently ride free to their nearest school rather than their catchment one, with the council saying all but ten would be offered a seat to their catchment school instead.
Statutory protections are unchanged: the council must still carry eligible pupils who live beyond the statutory walking distances, or who qualify on grounds including Additional Learning Needs, medical requirements, unsafe walking routes or Looked After Child status.
The council also confirmed that pupils entering the system this September keep their transport arrangements for the duration of their education in Carmarthenshire.
Two pieces of helpful small print survive into the final policy. A learner’s Blue Badge will now be accepted as proof of entitlement to transport.
And the spare seat process gets quicker, with applications resubmitted automatically for learners continuing their education with no change in their circumstances.
Cllr Edward Thomas, cabinet member for transport, waste and infrastructure, said: “These proposed changes are designed to ensure our School Transport Policy is clear, fair and fully aligned with the school catchment arrangements approved by Cabinet earlier this year.
“The revised policy will continue to meet the County Council’s statutory responsibilities while providing greater transparency for families and supporting the long term sustainability of school transport services.”
The hardest edge remains the one we reported: with Coleg Sir Gâr’s Ammanford campus due to empty when the £90m Campws Caerfyrddin opens, the free bus for sixth-form-age students in the east would head to the nearest campus inside Carmarthenshire, not a closer college over the border.
It was approved on the same afternoon the cabinet signed off the county’s new parking strategy, with a free first hour in every council car park.
Post-16, faith school and spare seat transport all remain non-statutory services that may be amended or withdrawn in future, as the cabinet report flagged.
